| dc.description.abstract | 북서태평양보전실천계획(NOWPAP) 방제지역활동센터 (MERRAC)는 우리나라, 중국, 일본, 러시아 4개국간 해양오염 대비 및 대응에 있어 긴밀한 협력체제를 구축해 왔습니다. 지난 2004년 NOWPAP 지역유류오염 긴급계획 및 이의 양해각서가 4개국에 의해 채택되었으며, 대형 유류 오염사고 발생시 다른 국가의 방제 세력의 지원을 요청하고 지원 받을 수 있는 체제를 마련하였습니다. 금번 허베이 스피리트 사고 대응에서 NOWPAP 긴급계획이 발동되었으며, 방제세력 지원 및 전무가파견 등 긴밀한 협력이 이루어 졌습니다. 금번 6월에 개최되는 MERRAC 실무당국자회의에서는 이번사고를 통해 얻은 교훈과 개선사항 등을 논의하고자 합니다. | - |
