A PLM system should be helpful for cost saving and efficiency working through ship life cycle. In this viewpoint, currently used PLM system is good except it focused on ship acquisition procedure too much. When we consider the cost of ship operation phase, this phase should be considered as a key element to reduce total ownership cost because it consumes two times more than ship acquisition phase. For this reason, many of navies try to apply PLM system to their vessels' life cycle. However, to enlarge the PLM system to onboard, it has to deal many of complicated requirements and problems. In this paper, system engineering approach is used as an effective way to cover all aspects of complicated requirements. By analyzing requirements, business model based operating scenario for onboard PLM system was composed. To realize the scenario, CSF(Critical Success Factor) and CIR(Critical Information Required) are traced. Technological validation method is also developed. Implementation of this requirements analysis will be helpful to reduce life cycle cost and enhancing ship performance.-
