- NOWPAP 방제지역활동센터(MERRAC)는 북서태평양 지역의 해양오염 대비 및 대응을 위한 지역협력활동을 추진해 왔다. 특히, 1997년 이후 개발된 NOWPAP 지역 유류오염긴급계획 및 이의 양해각서가 최종 회원국에 의해 채택되었음. 본 논문에서는 개발된 긴급계획 및 양해각서의 자세한 목적과 내용을 기술하였음.
